|Better Safe Than Sorry--Northern Area Wan An No. 42 Exercise on May 27||224||F.A.S.||2019-05-24|
The 2019 Military and Civil Defense Exercise (Wan An No. 42) will be conducted from 13:30 to 14:00 on May 27 (Monday) in the northern area (Hsinchu County, Yilan County, Keelung City, Taipei City, New Taipei City, Taoyuan City and Hsinchu City). Sirens for human and traffic evacuation will be sounded, and traffic will be controlled. The air defense drill will not interfere with commute for work and school or daily life. Public and private factories and companies in the exercise area will operate as usual, but doors and windows must be closed and personnel access must be controlled. Please cooperate with the following drill instructions:
1.After the sirens are sounded, people and vehicles must evacuate to safety. Close doors and windows to private homes, turn off lights, and quickly take refuge in basements or designated shelters.
2.Pedestrians must obey the directions of the military police, police or civil defense personnel and quickly take refuge in nearby shelters. Pedestrians in rural areas must obey the directions of civil defense personnel and take refuge in nearby shelters or seek safe shelters such as culverts, ditches or caves.
3.High -speed rails and trains will operate as usual. Alighting passengers must promptly obey the directions of the military police, police, civil defense personnel or train station personnel and evacuate accordingly.
4.Freeway ramps in the exercise area will be controlled. Vehicles will only be allowed to ramp off but not ramp on. Vehicles already on the freeway shall be allowed to continue, but shall evacuate immediately upon ramping off.
5.Vessels moored at ports may operate as usual. However, disembarking passengers must promptly obey the directions of the military police, police or civil defense personnel and evacuate accordingly.
6.At 13:30 on the day of the exercise, the Public Warning System of the National Science and Technology Center for Disaster Reduction (NCDR) will be used to send messages to all 3G and 4G mobile phones within the exercise area to remind the public to cooperate with the exercise control and relevant matters. At 14:00, a message will be send at the conclusion of the drill.
7.In the event of a real air raid during the exercise, the exercise will be terminated immediately. Another emergency siren will be sounded according to current operation regulations (the emergency siren comprises a long 15-second blast followed by 2 short 5-second blasts. The same siren progression is repeated three times in succession, with a 5-second interval in between, totaling 115 seconds. The all-clear signal is 1 long 90-second siren).
8.Those in violation of the exercise regulations shall be fined between NT$30,000 and NT150,000 in accordance with Article 25 of the Civil Defense Act.
